Bulls Re-Sign Cris Felicio To 4-Year Deal

By Cody Westerlund–

(CBS) The Bulls have re-signed big man Cris Felicio to a four-year deal, a source confirmed late Friday night as NBA free agency opened.

The deal contains no player or team options and is worth a reported $32 million. As the Bulls have embarked on a new direction with last week’s trade of Jimmy Butler to the Timberwolves, they’d made the 24-year-old Felicio a priority in free agency, believing he’s a player who fits the rebuilding timeline.

Felicio averaged 4.8 points and 4.7 rebounds while shooting 57.9 percent in 15.8 minutes per game in 2016-’17.

Melky Cabrera Walk-Off Double Pushes White Sox Past Rangers 8-7

CHICAGO (AP) — Melky Cabrera hit a two-run double against closer Matt Bush to cap a three-run ninth inning and give the Chicago White Sox an 8-7 victory over the Texas Rangers on Friday night.

Todd Frazier hit two homers. Jose Abreu finally connected at home after setting a club record by hitting his first 13 on the road, and Chicago rallied for its fourth win in 12 games.

Bush (2-4) came in with a 7-5 lead to start the ninth but quickly ran into trouble.

Singles by Adam Engel and Willy Garcia put runners on first and second with one out before Alen Hanson drove an RBI single to center.

Cabrera followed with a two-run double down the right-field line, with Hanson diving headfirst across the plate with the winning run. Catcher Jonathan Lucroy attempted to make a swiping tag on the relay throw but never caught the ball.

Indiana Man Foils Kidnapping Attempt On His Baby Son

(CBS) — An attempted abduction is sending chills though a northwest Indiana neighborhood.

Ron Kraus was with his son, Ryker, setting up for the child’s first-year birthday party in their front lawn Thursday night in Walkerton.

A motorist in a minivan pulled up the driveway, and the driver asked for water to cool his over-heated radiator. Kraus says he offered to help and stepped inside his home.

That’s when the stranger picked up his son and started running, the father tells CBS 2’s Jeremy Ross.

Kraus says he caught up to the man and struck him in the head.

“He falls right here. My son rolls down on the ground,” Kraus says.

He says he took his son inside their home and called 9-1-1.

“I hope they stop him before he does it again,” the father says.

Investigators say the suspect is as a man with a light complexion, beard stubble, wearing a white tee shirt and a gray camouflage over shirt.

Reds Shut Out Cubs 5-0

CINCINNATI (AP) — Scott Feldman held Chicago’s depleted lineup to two singles over seven innings on Friday night, and Adam Duvall hit a three-run homer, powering the Cincinnati Reds to a 5-0 victory over the Cubs.

The Reds won for only the sixth time in their last 29 games against the NL Central rival.

Feldman (7-5) didn’t allow a hit until Ian Happ singled with two outs in the sixth inning. Addison Russell singled in the seventh. Feldman walked two, struck out seven and threw 108 pitches.

Michael Lorenzen and Wandy Peralta each pitched an inning, completing a combined three-hitter. All three of Chicago’s hits were singles.

Duvall connected for his third homer in four games off left-hander Mike Montgomery (1-5) in the fourth inning. The Reds also scored on Jose Peraza’s squeeze bunt for a single in the sixth, and again on catcher Victor Caratini’s throwing error in the eighth.

Feds Arrest Suspect In U Of I Kidnapping; Victim Likely Dead

(CBS) – Federal agents have arrested a suspect in the kidnapping of a visiting Chinese scholar who disappeared from the University of Illinois and indicated they don’t think she is alive.

Brendt Christensen, 27, of Champaign was arrested Friday on a criminal complaint that charges him with kidnapping  Yingying Zhang on June 9, the U.S. Attorney’s office in Urbana announced. Zhang was last seen getting into a black vehicle.

An affidavit says under surveillance, agents overhead Christensen “explaining that he kidnapped Zhang,” authorities said.

“Based on this, and other facts uncovered during the investigation of this matter, law enforcement agents believe that Ms. Zhang is no longer alive,” federal prosecutors said in a news release.

Christensen was expected to appear in court Monday, authorities said.

Woman Batters Cop Over Drugs

(STMW) — A 52-year-old woman walked into a police station Thursday afternoon in west suburban Riverside, asked for help getting drugs back from her boyfriend and then battered a officer who wouldn’t assist her.

About 1 p.m. Thursday, Apryl A. Butler, of Riverside, walked into the lobby of the station at 31 Riverside Road and asked for help with an ongoing property dispute with her boyfriend, according to Riverside police. After she told the responding officer she needed to speak about the domestic situation in private, the officer took her to a conference room.

Once they entered the room, Butler immediately became violent and started screaming at the officer, police said. She then punched and kicked the officer before spitting on him and yelling, “You need to help me.” After hearing the disturbance, other Riverside officers ran to the conference room, subdued Butler and took her into custody.

Butler was apparently upset that her boyfriend would not return drugs to her and became enraged at the officer when he wouldn’t help get them back, police said.

“Ms. Butler came into the police station and thought that Riverside police officers would assist her in getting her drugs back,” Riverside Police Chief Tom Weitzel said in a statement. “The prescription drugs were not prescribed to her and illegal for her to possess. Her irrational behavior is a definite indication of her dependence on illegal narcotics.”

She was then taken in an ambulance to MacNeal Hospital in Berwyn for an evaluation, police said. She continued to fight in the back of the ambulance as she was being taken to the emergency room, where she was treated and released back into police custody Thursday night.

Investigators later discovered that Butler had recently been bonded out of jail after being charged Tuesday with domestic battery, police said.

Butler was charged with a single county of battery to a police officer and two counts of resisting arrest, police said. She was held pending a bond hearing Friday morning at the Maywood Courthouse.

Satanic Vandalism Chicago Church

(CBS) — A Jefferson Park parish says vandals have defaced church property three times over the past three weeks.

It started three weeks ago with a statue of the Virgin Mary, in an outdoor area known as the grotto.

satanic Satanic Vandalism Chicago Church

Vandals defaced a statue of Mary at a Jefferson Park Church (Mary Beth Frystak)

The vandals used black paint, says Mary Beth Frystak, director of religious education at Our Lady of Victory on West Agitate.

“The first time it was very minimal, but they had a cross.  They put it upside down in black over Mary’s head.”

Then in the past week or so, the vandals came back twice and used red paint.

“If you had seen – I mean it actually looked like she was full of blood,” Frystak says.

There were gang signs, and there was more damage done near the rectory.

The city was able to remove every trace of the paint, Frystak says. The parishioners have been praying for the vandals, she says.

“It hits home when you can actually see it at church, when you actually realize that there is the evil out there,” she says.

Police Dog Dies From Heat Exposure

(CBS) — A sad loss for police at the Cook County Forest Preserve: a K-9 died after being found in a hot vehicle. But as CBS 2’s Roseanne Tellez reports, that’s only part of the story.

Drago the dog was remembered on an Oak Forest Police Dog memorial page. His police career ended tragically, after three years, in a hot car in the parking lot at the Oak Forest Police Department.

His officer took a suspect inside. Temperatures hit 90 degrees. When Drago was found, the fire department responded to the call.

(Cook County Forest Preserves Police/Facebook)

First-responders tried a variety of measures to try to revive the service animal, Oak Forest Fire Chief Pat Duffy says. But Drago never recovered.

“We are heartbroken to lose a canine member of the Forest Preserves of Cook County Police Department,” the police agency said in a statement. “The protection of wildlife and living things are at the core of our mission and we take this loss very seriously.”

The forest preserve confirms the police vehicle had a special Temperature Monitoring Alert System, designed for especially for police dogs. They’re now investigating what went wrong.

Fire Chief Duffy says the loss was upsetting to his firefighters, but added, “They know they did the best they could, given the circumstances.”

People for the Ethical Treatment of Animals said in a statement that their heart goes out to the Forest Preserve Police. The group says 12 police K-9s died in hot cars last year. They urge all departments to invest in warning systems.

The officer involved is still on the job but not working with K-9s, pending the end of the investigation.

Commissioner Garcia Seeks To Limit Campaign Contributions To Assessor

CHICAGO (CBS) — Cook County Commissioner Jesus “Chuy” Garcia has proposed an ordinance that would prohibit some lawyers from contributing to the political campaign of Cook County Assessor Joseph Berrios.

Garcia wants to ban donations to Assessor candidates from attorneys, law firms, and business groups that appeal property tax assessments.

“Large amounts of political contributions are made by companies who have a vested interest in getting property tax reductions for their clients,” he said.

Jacob Kaplan, spokesman for Assessor Joe Berrios’ campaign, said the proposal unfairly singles out Berrios.

“If you’re going to put limits in like the ordinance that’s been submitted, there should also be limits on individual contributions and contributions to oneself, so that you don’t just get people that can write themselves million-dollar checks running for office,” he said.

Kaplan also said it’s unclear if the proposed ordinance would pass muster under state law.

Berrios maintains the contributions don’t influence decisions in assessments. Garcia says voters probably don’t believe that.

Chicago Gun Strike Force

(CBS) – Illegal guns and repeat gun offenders are the top priority for a task force that is combining Chicago police, ATF agents and prosecutors at the state and federal level.

Friday morning, President Donald Trump tweeted that “crimes and killings in Chicago have reached such epidemic proportions that I am sending in federal help.”

Now we know part of that help is an additional 20 ATF agents assigned to the Chicago Gun Strike Force.

Members will work with the Chicago Police Department’s Organized Crime Bureau to combat gun violence in the city.

“This task force is going to have really two missions. The first is going to be to identify illegal traffickers, and the second is going to be to work on some of these open shootings,” Anthony Riccio, chief of that bureau, said.

To that end, a special ATF van has already been used to compare shell casings to the National Integrated Ballistic Information Network.

It’s already been used 96 times in about two weeks.

“The process of taking that gun, test-firing it, comparing the shell casings and getting information on other shootings that gun was involved in, that will take hours,” Riccio said.

CPD officials hope that will lead to more arrests, and once arrested, repeat gun offenders will face tougher penalties on both the state and federal level.

The former police superintendent, Garry McCarthy, is doubtful the new task force will make a difference.

“This is not a new concept. We had an enhanced deployment from the ATF under my watch,” he tells CBS 2’s Mai Martinez.

“We’re not going to reduce gun crime in Chicago until we change the political environment that is anti-police, which, as you’ve heard me say before, is emboldening criminals and hamstringing the police.”

The feds say they’re also stepping up prosecution of gun cases. So far this year, they’ve prosecuted more than all of last year combined.

Illinois Enters 3rd Year Without Budget; But New Hope Emerges For End To Impasse

CHICAGO (CBS) — Illinois still doesn’t have a budget, but with the fiscal year ending at midnight Friday night, there’s something extraordinary out of Springfield: renewed hope of an agreement on end to the historic impasse.

On Saturday, the state will begin its third year without a full balanced budget, but there’s new hope of a bipartisan resolution in the next few days.

What was billed as deadline day on Friday began with a test vote on House Democrats’ $36 billion spending proposal, and a warning that failure carried dire consequences.

“Everyone knows today that we’re standing here today, staring into an abyss,” said Rep. Greg Harris, a top budget negotiator for House Democrats. “Today is our make-or-break day.”

In a surprise development, House Republicans rose to back a key vote on the spending plan.

“We’re going to save our state. We’re going to save our state together,” Rep. Steve Anderson (R-Geneva) said, wearing a blue tie in a show of solidarity with Democrats.

Democrats and Republicans alike stood to applaud Anderson’s floor speech.

House Republican Leader Jim Durkin pledged to put Republican votes on the plan.

“Not just to get passage, but to bring us past 71,” he said.

The measure passed, 90 to 25; a sign many Republicans might be ready for a solution, regardless of what Gov. Bruce Rauner wants.

“I think it’s a good step forward, a step that we can build upon. There’s much work yey to be done,” House Speaker Mike Madigan said.

While acknowledging the state would begin its third fiscal year without a budget, Madigan sent a letter to the three big New York bond houses, asking them not to drop Illinois’ credit rating to junk status.

“I would ask that your agency temporarily withhold judgment and allow legislators time to negotiate a bipartisan, balanced budget,” the speaker’s letters asked.

Madigan said the House would reconvene Saturday to continue budget negotiations. Both sides said it’s past time to forge a deal. Meantime, he said Democrats and Republicans would get together to finalize the spending plan to make sure they can send a balanced budget back to the Senate for a final vote.

“Illinois is in such a crisis, we needed to come together in a bipartisan fashion to move something forward,” Rep. Jay Hoffman, D-Swansea said.

The Illinois Senate already has passed its own budget plan, and now is waiting on the House to send back a final budget that can go to the governor.

Levine: Todd Frazier Wants In On Latest Home Run Derby

(CBS) — He has had four cracks at the All-Star Game Home Run Derby. Todd Frazier of the Chicago White Sox would like another shot.

Okay, so we know he is not having a great season. We also know that his name is not as sexy as Aaron Judge or Cody Bellinger at this time. As a former winner (2015 in Cincinnati), many believe he should be entitled to return.

Frazier has 13 long balls so far this season. He had a career-high 40 in 2016. This makes the third baseman a legit home run hitter. A more important aspect of this story is that Frazier embraces the fun and frolic attached to the Derby, while most others complain of the power-sapping toll it takes on the powerful men who get into the final rounds.

“I heard (Giancarlo) Stanton was going to be in it,” Frazier said about the competition for the home run event in Miami on July 10. “It is exciting to me. Besides the All-Star game, I believe it’s the best. If you want the truth, it is probably more exciting than the All-Star game.”

The soon-to-be free agent infielder has a lot of balls in the air. At 31, he will not be coming back to the White Sox. Frazier has hit better as of late, but a .213 batting average is not attracting a ton of attention from would-be trading partners right now. It would, of course, be best for all parties if the Sox could find him a nice contending team as his destination for the final two months of the season.

In the meantime, he appears to be a vocal leader on this team. The fact that he brings a lot of energy to the clubhouse and field makes him a great candidate to show that enthusiasm in Florida for the derby. Baseball needs energizers, and Frazier is a kinetic force.

“You wish everybody could be like that,” Frazier said about the fun that can be had around the game. “Just to watch everyone’s BP and ask them about their swing. That is so much fun. Look, how many times are you going to have a chance to be in the Home Run Derby? How many times are you going to be asked? I would do it every year if I could. We will see what happens. I have not talked to anybody yet.”

Frazier was runner-up in 2014 before taking the event in front of his home crowd at the Great American Ballpark in 2015.

He holds the all-time record cumulative mark of 91 total home runs hit in the derby. Stanton set the single-game record, hitting 61 last season in San Diego.

“I would do it,” Frazier said. “It is a pretty cool event. You get to wear an All-Star jersey. After that, you get to take it home and hang it up in your house. When you eventually look back on your career, you can say you have been to all of these Home Run Derbies. Even if you never won a World Series, it was a cool event you did do. That is something you can reflect on.”

Warrior Games Kick Off In Chicago

CHICAGO (CBS) — Hundreds of veterans and active duty members were in Chicago on Friday for a unique Paralympic-style event.

CBS 2’s Sandra Torres shows us what the Department of Defense Warrior Games are all about.

For Ryan Shannon, competing in the Warrior Games is still a surreal thought.

“I was told I wasn’t going to be able to run again, things like that. So being able to compete at a level that big, that high, it’s mind-blowing. It’s shocking,” he said.

The 30-year-old Navy veteran from Morris, Illinois, suffered from a brain injury, a broken left foot, and post-traumatic stress disorder after eight years in the Navy.

“I thought everything was over. I didn’t think I was going to be able to do any kind of team sport again, and now I’m out here co-captain of the Navy team,” he said.

Shannon is one of 265 athletes – all with a military background – who are competing in the event taking place at McCormick place, the United Center, and Soldier Field through July 8.

“We have seven teams this year. This is the most teams we’ve ever had,” Warrior Games director Brent Breining said.

There are representatives of the U.S. Air Force, Army, Marine Corps, Navy, and Special Operations Command; as well as members of the British and Australian defense forces, according to Breining.

Several of the athletes, including Shannon, also are training to join the U.S. Paralympic team.

The event began eight years ago, but this is the first time it is being held outside a military base.

From sitting volleyball to track and wheelchair basketball, the adaptive sports are giving these men and women a new purpose.

“I can’t tell you the number of times that people have come up and told me this program has changed my life. Their new normal after their injury or illness sometimes sets them back,” Breining said.

Though the first handful of games were held Friday, the Opening Ceremony isn’t until Saturday evening at Soldier Field, featuring performances by Blake Shelton and Kelly Clarkson.

Jon Stewart, former host of “The Daily Show,” is hosting the Warrior Games.

Tickets for the Opening Ceremony start at $20, but if you’d like to check out any of the events this week, it is open to the public for free.

Bulls Waive Rajon Rondo, Isaiah Canaan

By Cody Westerlund–

(CBS) The Bulls have parted ways with point guard Rajon Rondo, at least for now.

Ahead of the Friday night deadline, Chicago chose to waive the 31-year-old Rondo and pay him his guaranteed $3 million instead of picking up his $13.4 million team option in full for 2017-’18. The decision makes Rondo an unrestricted free agent and opens up an extra $10 million or so in salary cap space for the rebuilding Bulls. Free agency begins at 11:01 p.m. CT on Friday.

The Bulls also waived guard Isaiah Canaan, after one season in Chicago.

The move comes after a trying, wild initial season for Rondo in Chicago. He entered as one member of the “Three Alphas,” the moniker he coined for Dwyane Wade and Jimmy Butler and himself. Rondo was the starting point guard until late December, when he was dropped out of the rotation entirely because the coaching staff thought he was playing “slow” basketball. Rondo then settled into a second-unit role before reclaiming his starting point guard job in mid-March and leading the Bulls’ late-season charge into the playoffs, where he was the team’s hero for the opening two wins until a thumb fracture forced him to miss the rest of the series as the Bulls crumbled.

Throughout it all, Rondo had the respect of the team’s younger players. He traveled out to Hoffman Estates to support young players on quick assignments in the D-League, and it was Rondo who in late January fired off an incendiary Instagram post criticizing Wade and Butler one day after those two had questioned the heart and effort of the young Bulls players.

It’s Rondo’s leadership and mentoring role that have the Bulls still interested in bringing him back. They’ve discussed re-signing him at a lesser salary figure in free agency, the Tribune’s K.C. Johnson reported, but Rondo still has a desire to play regularly and believes he’s a starting-caliber player. On top of benefiting from losing games to attain a high draft pick in 2018 as they’ve embarked on a new direction following last week’s trade of Butler to the Timberwolves, the Bulls also have a need to open up playing time for young point guards Kris Dunn, Jerian Grant and Cameron Payne — so it’s unclear how Rondo would fit in a basketball sense.

Rondo averaged 7.8 points and 6.7 assists on 40.8 percent shooting in 69 games last season.

With Rondo’s $3 million figure on the books instead of $13.4 million, the Bulls will enter free agency with around $57 million in 2017-’18 salary commitments, according to Basketball Insiders’ numbers. The salary cap is projected to be $99 million. They Bulls have publicly indicated they plan on retaining restricted free agents Nikola Mirotic and Cris Felicio. They’ll have the right to match any offer sheet those two sign with other teams.

The Bulls have hinted at a low-profile free agency as they’ve embarked on a rebuild.

“It’s been a really good environment around here, and we are going to continue down that path,” executive vice president of basketball operations John Paxson said. “We have to be disciplined and patient. We are not going to right out the gate be throwing huge money at people. If there was a young player who we thought fit our future, we would certainly look at that, but that has to be the key.”

Lansing Cop Seen Pinning, Threatening Black Teen On Video Placed On Leave

CHICAGO (CBS) — A south suburban police officer shown in a video aggressively restraining and threatening a black teenager has been placed on administrative leave after village officials met with the boy’s family Friday.

“At my direction, the officer involved in the incident has been placed on immediate administrative leave,” Mayor Patricia Eidam said in a statement issued after the meeting.

She has also ordered that “the investigation be turned over to an outside governmental agency” to “ensure the investigation remains independent and avoids any appearance of impropriety,” Eidam said.

RELATED: Family Of Boy Pinned By Off-Duty Cop To Meet With Mayor, Police Chief | Too Far? Off-Duty Cop Pins Teen In Cell-Phone Video

The mayor’s actions were praised by Andrew M. Stroth, a civil rights attorney hired by the boy’s family.

“The mayor, to her credit, was very thoughtful in taking steps to address this,” he said after the meeting, which included the mayor, chief of police and village attorney. “The officer was placed on immediate administrative leave, and mayor is recommending an independent and third-party investigation.”

The boy’s family “seeks termination of the officer, and an audit of the Lansing Police to better understand department policies on use of excessive force,” Stroth said.

The family, “at this point has not decided whether to pursue litigation,” he said. “They want to understand what the city is going to do. They do not want what happened to their son to happen to another young kid, or anyone for that matter.”

What happened, according to Stroth, was an “officer using excessive force, unprovoked, against a 15-year-old boy.”

The video, which has been shared on social media more than 3 million times, was posted by the aunt of the one of the two boys involved in the incident, which took place Saturday afternoon in the officer’s front yard.

Police had been called about 3:45 p.m. to reports of a fight involving a number of juveniles at 192nd and Oakwood. After the brawl, a white teen had come into the off-duty officer’s yard bleeding from the face, police said.

The boy said he “was involved in a fight in which he was beaten up by several male black juveniles,” according to police.

Another teen, a 15-year-old black boy, then came into the yard, police said. The boy’s family said he was there trying to help his friend, who had been injured.

Both boys “attempted to leave” but the officer told them to wait for police. When they refused, the officer “physically detained” the black boy, police said, while the other filmed the incident with his cellphone.

On the video, the officer can be seen sitting on the boy’s chest, choking and threatening to strike the boy, while the other teen pleads for him to be released.

The boy “did nothing to provoke the attack,” Stroh said. “This was an assault. You can hear the officer asking his wife or friend to go get his service revolver while threatening the boy.”

He said the boy suffers from asthma, and was “definitely injured from being pinned down on his chest.”

He also said the boy was “psychologically traumatized” by the incident.

Both boys were turned over to responding officers and taken home pending further investigation, police said. As of Friday, no charges had been filed in the case, nor the brawl that preceded it. That brawl had ended when police arrived.

Stroh said the teen, a sophomore at Thornton Fractional South, is “a great kid with a great family that is very involved with him. He is a nice young man with absolutely zero criminal history, a good young man.”

Mayor Eidam, a former police officer, said she was “thankful no individual involved was seriously injured or killed” and “thankful that no weapons were drawn of shots fired” during the incident.

“This is not to minimize the video which has disturbed many residents of Lansing and citizens across the country, but rather to recognize that, although the images are disturbing, it fortunate the incident did not rise to the level of similar incidents that have occurred elsewhere.”

The mayor said she will continue to monitor the investigation, which she hopes will reach an “objective conclusion” and “make recommendations on what corrective actions may need to be taken.”

Local activists and an online petition are calling for that corrective action to be the firing of the officer.

The Care2 petition, which had more than 10,000 signature as of 2 p.m. Friday, reads in part: “…the behavior seen in the video is completely unacceptable for an officer. He clearly uses excessive force to detain the young teen and repeatedly threatens to kill him.”

It also says, “It is worth noting that the officer does not use excessive force or threaten to kill the white friend who was also on the officer’s property.”

Stroth, whose Injury Action Law Group specializes in police misconduct cases, agreed, saying, “Unfortunately, the narrative in our country continues to be white officers using excessive force against young blacks.”

And at a press conference Wednesday outside the police department, activists including violence interrupter and gubernatorial candidate Tio Hardiman called the incident a clear case of “police brutality” and “excessive force.”

Chicago Police torture survivor Mark Clements called the officer’s actions a “clear act of child abuse.”

They said the officer should be fired, and if not, the mayor and police chief must resign.

Judge Temporarily Blocks Cook County Sweetened Beverage Tax

CHICAGO (CBS) — A Cook County judge has agreed to temporarily block a new sweetened beverage tax, handing a victory to retailers who claim it is unconstitutional.

Circuit Judge Daniel Kubasiak agreed to issue a temporary restraining order preventing the county from implementing the penny-per-ounce tax at least until July 12, while he weighs a lawsuit filed by the Illinois Retail Merchants Association. The tax was set to go into effect on Saturday.

The tax would apply to all sugary soft drinks, lemonades, teas, sports drinks, and sweetened powders and syrups used for fountain drinks. It also would include drinks made with artificial sweeteners.

Retailers claim the new tax is vague and isn’t applied uniformly to the same drinks.

Supporters have said the tax will make kids healthier, and reduce obesity.

However, opponents have noted the tax would apply to diet drinks with no calories and no sugar, and would exempt sugary drinks like 100 percent fruit juice and sweetened coffees served behind the counter.

Retailers also have noted they must either charge customers tax on the ice in fountain drinks, unless they fill out paperwork to designate how much ice each cup holds. Complicating matters, most fast food restaurants that serve fountain drinks allow customers to decide how much ice to put in their drinks.

Kubasiak asked attorneys Thursday why the target is sugar and sweeteners if the reason for imposing it is improved health. He asked why similar taxes were not imposed on foods that are salty or fatty.

The county’s attorneys could not answer.

July 4th Gas Prices Lowest In 12 Years Ahead Of Holiday Weekend

CHICAGO (CBS) — As millions of travelers hit the roads for the long Independence Day weekend, drivers will be paying a lot less at the pump than usual in recent years.

According to Gasbuddy.com, the average price of a gallon of gas is lower than any July 4th weekend since 2005. As of Friday, the national average was $2.21 per gallon, down from the 10-year average of $3.14 per gallon.

One woman making a pitstop at the Hinsdale Oasis on the Tri-State Tollway said she and her family would be making the trip from Madison, Wisconsin, to Lansing, Michigan, regardless of the prices at the pump.

“I don’t even pay attention to the prices to be honest,” she said.

So, for her family, it was just a bonus that gas prices are lower this year.

“Right, it’s a treat. We get to stop for Starbucks,” she said.

Jim, of Inverness, was headed to Memphis, Tennessee, to stay at The Guest House at Graceland, an Elvis-centric hotel; until he heard there was an outbreak of Legionnaire’s Disease at the hotel. Now he’s headed to Nashville, instead.

“Just enjoy some country music and southern charm, I guess. We’re going to golf on the way up and the way down,” he said.

AAA estimated a record-breaking 44.2 million Americans will be traveling at least 50 miles for the holiday weekend, an increase of 1.25 million travelers over last year.

“Combined, strong employment, rising incomes and higher consumer confidence bode well for the travel industry, in particular this Independence Day weekend,” said Bill Sutherland, AAA senior vice president, Travel and Publishing. “A historic 44.2 million Americans will travel to celebrate our nation’s freedom this year, adding to an already bustling summer travel season.”
Raul Peralta was among those staying home for the holday.

“My son’s leaving to Mexico, so we’re going to stay home, and kind of support his trip from home,” he said.

Travelers can expect lower prices not only at the pump, but for airfares and car rentals for the holiday weekend. AAA said average airfares for the top 40 domestic flight routes are down 10 percent this year, with an average round-trip ticket costing $186. Daily car rental rates were averaging $65, or 14 percent less than last year.

Hotels should cost about the same as last year, at $185 per night for the average AAA Three-Diamond rated hotel.

What Management Style Is Right For Your Small Business?

No matter how small a business, it needs a management style that is clear, decisive and makes sense to all employees. While there are numerous views on management styles in general, for a small business organization, managers and employee interaction differ from a large or public company. Implementing or adapting a management style that is effective for small business must also be workable with the business owner’s leadership personality and company philosophy. To help identify the right management style for your small business, here are five common leadership styles.

Active

The active leader sets an example, and above all shows concern for their employees. Active leaders know their team is vital, and supporting and banking on employees exhibit a high standard of cooperation, exemplifying that a small business staff greatly depends on each other. Active leaders are involved in all aspects of the day-to-day work and are fully aware of what’s happening at the office. Open and honest communication keeps employees out of the dark, so everyone feels involved in the company’s success.

Autocratic

An autocratic leader makes decisions without seeking input from others and pushes their will on company employees. While workers in need of close supervision and ample direction may accept this leadership style, creative employees loathe it and won’t thrive working under such closed authority.

Democratic

A democratic leader strives to take employee opinions into account, even waiting to reach a consensus before making a decision. Although this style can be annoyingly slow, the feeling that all employees have a voice that is heard can make it easier to implement change. The resulting trust in the company promotes a sense of harmony and ups the job satisfaction scores.

Participatory

A participatory style is a form open to employees being involved in the company’s decision-making process. Just as the name suggests, this concept understands and relies on input from all workers as management seeks strong relationships with employees who deal directly with customers or clients, and therefore will have valuable thoughts and innovative ideas to contribute to the leader’s decision-making or problem solving needs.

Servant

The servant leader recognizes the power of expertise and finding the most talented people and empowering them to do what they do best. The term aligns with the leader seeing him or herself as a servant to the customer, meaning the leader sees the importance of helping employees improve as human beings and grow in vital ways that are relevant to their work. This ideal recognizes employees as human beings, and not simply workers who can be replaced. Employee knowledge, skills, and willingness to learn and grow, fit with the company’s core values, so employees feel they contribute their skills on a daily basis. In return, employees feel more satisfied at their jobs, and less inclined to leave their jobs.

Evanston Residents Rally Against City Council Opting Out Of Minimum Wage Raise

CHICAGO (CBS) – Evanston residents rallied Friday morning ahead of a city council meeting to discuss opting out of the Cook County ordinance that raises the minimum wage and secure sick leave for workers.

Critics of the ordinance say raising the minimum wage would hurt businesses and drive some out of town.
Evanston business owner, David Borris disagrees.

“Oh my friend has a business and he can’t afford to pay someone $10 an hour, I would ask them – ask your friend to reexamine his business model because maybe he shouldn’t be in business, if that’s what it takes,” Borris said.

So does Congresswoman Jan Schakowsky, who was among those gathered outside the Evanston Civic Center to protest the possible opt out. The 45-year resident of Evanston said workers cannot live making $8.24 an hour and called on her alderman to do the right thing.

“How often do people in towns get to make a decision that will significantly increase, not enough but significantly increase the livelihoods and lives of their residents. Why pass up, I would say to our alderman, that great opportunity?” Schakowsky said.

The meeting comes just one day before Evanston’s minimum wage was set to increase to $10 an hour.

WBBM was told that the discussion will be long and the decision will not be made until later Friday. Check back for updates.

Kris Bryant Explains Bryce Harper’s ‘Back2BackOneday’ Hashtag: ‘Just Having A Whole Lot Of Fun’

(CBS) Nationals outfielder Bryce Harper caused a stir earlier this week when he posted a photo to Instagram of himself, Cubs third baseman Kris Bryant and their wives with the hashtag “Back2BackOneday.”

Immediately, everyone wondered what it meant. Harper and Bryant are friends from their younger days growing up in Las Vegas, and veteran baseball reporter Peter Gammons in early June created speculation when he passed along the nugget that some in the game had told him Harper would prefer to play for the Cubs when he becomes a free agent after the 2018 season.

So what did Harper’s “Back2BackOneday” mean? To hear Bryant tell the story, Harper’s point was to fire everyone up and more or less troll.

“Not much at all,” Bryant said on the Bernstein and Goff Show on 670 The Score when asked how much he and Harper have discussed their futures. “With us coming to town to play them, I’m sure he was getting a bunch of questions about the whole story of him coming to play for the Cubs one day. And I don’t think he’s ever said it, that he wants to (play for the Cubs). I don’t think he’s ever mentioned it. I think he’s just having a whole lot of fun with it.

“We haven’t really talked about (the future). We haven’t played together since we were probably maybe 10 or 11. It would be a lot of fun for us if we were on the same team in the big leagues.”

Bryant is currently on a path to be a free agent after the 2021 season. Harper and Bryant are also the two most recent National League MVP winners.

“He’s a great dude, so passionate about the game,” Bryant said. “He loves it. But off the field, he’s just a normal guy. It’s tough to be a normal guy when you’re of his stature, his popularity, but just a good guy off the field. He’s who you’d want to hang out with.”

Keidel: So Long, Phil, Thanks For Nothing

By Jason Keidel

The New York Knicks and New York City, in strict sports context, have a marriage of misery. And no fanbase is more jaded and blinded than Knicks fans.

When the Knicks traded for native hero Carmelo Anthony, I asserted it would do nothing to help the club break its wretched streak of ineptitude. I was called all manner of moron. Despite the fact that Melo had never won or even played in the NBA Finals, there was a frothing, unanimous sense that he would somehow morph into something he never had been and lead the Knicks to the land of Clyde and Pearl and Red.

As predicted, the trade has, by any reasonable metric, been a failure.

Fast forward a few years, the Knicks cracked open the vault and shoveled an obscene amount of cash at Phil Jackson to run the club. Jackson had passed on overtures before. Owner James Dolan kept offering more, and Jackson continued to demure. Until the number became laughably large. Thus, Jackson agreed to a five-year, $60 million deal to be team president in March 2014.

Again, yours truly refused to join the premature parade up Canyon of Heroes. As with Carmelo Anthony, there was nothing in Jackson’s history to suggest he could lead a team from the top. The local media and masses kept pointing at Jackson’s 11 championship rings — 13 if you include Jackson’s rings under Red Holzman as a player. Of course, he didn’t win any of those rings while picking the pieces, drafting, signing or trading the players he coached over 20 years. As on the day the team traded for Melo, I promised that the Zen Master would be equally unable to restore the Knicks to their 1973 — or even 1993 — glory.

>>MORE: Commentary from CBS Local Sports Voices

Again, yours truly was called all manner of moron. Yet if you look at the Knicks wretched record under Jackson, history will speak more truth than any debate. The Knicks lost at least 50 games in each of Jackson’s full three seasons wearing the Big Apple crown, including the worst season (17-65) in club history, which is saying a lot for a team that already suffered through Isiah Thomas.

This was a transparent, shameless money grab by Jackson, whose heart was (and still is) with the Lakers. But once the Buss family didn’t offer Jackson another round roaming the sideline, he simply could not pass up the epic quid the Knicks threw his way.

There were rampant reports of indolence, of Jackson unwilling to travel, to pound the requisite pavement to scout, even of falling asleep during player workouts. By any objective measure, Jackson was hardly a workhorse, and his efforts were not nearly commensurate with his salary or status. Perhaps a biblical failure as president can’t stain his rep as a coach, but this was clearly about cash, not an honest or earnest effort to rebuild the team that molded the basketball man in the 1970s.

One thing everyone outside Madison Square Garden can agree upon is that the Knicks have been rotting for nearly two decades from the head down. And that scalp belongs to James Dolan, the billionaire — well, more accurately, the billionaire’s son — whose ignorance, stubbornness and narcissism has led the Knicks down to the dungeons of NBA history, well below the trains that snake through Penn Station.

Yet fans still flood the Garden, walk up those Penn Station steps into that basketball crucible, where the World’s Most Famous Arena has sadly, but clearly, morphed into the World’s Most Overrated Arena.

Mitchell Trubisky Likes Bears’ Playoff Chances

(CBS) Rookie quarterback Mitchell Trubisky came to the Bears as the No. 2 overall pick after the team’s miserable 3-13 season.

Despite that fact, Trubisky feels confident about what his team can accomplish. With a reworked roster in place — led by starting quarterback Mike Glennon — Trubisky sees the Bears as a team vying for the postseason.

At Gatorade’s Beat the Heat program Friday at Wheaton Warrenville South High School, a kid asked Trubisky about the Bears’ chances.

“I said, ‘Yeah, I think we’re gonna make the playoffs,’” Trubisky said, according the Chicago Sun-Times. “Obviously we know we have a lot of work to do. I don’t want anyone to construe it in a way that it’s a guarantee or anything. But I believe in myself, I believe in my teammates. I know we still have work to do.

“As a competitor, you should always go there and think we’re gonna win.”

Trubisky also added that he doesn’t plan on a holdout for training camp and that he expects to sign his rookie contract soon. He remains the lone Bears player unsigned to a deal.

The Bears report to training camp on July 26 and begin their practices a day later, with the rookie Trubisky set to be under the spotlight throughout.

Sen. Bill Brady Chosen As Next Illinois Senate Republican Leader

CHICAGO (CBS) — Illinois Senate Republicans have unanimously elected Sen. Bill Brady to serve as the new Senate Minority Leader, after Sen. Christine Radogno announced she is stepping down on Saturday.

Brady, a Bloomington Republican, has been a state senator since 2002. He previously served as a state representative from 1993 to 2001. He also unsuccessfully ran for governor three times, most recently in 2010, when he lost to Democrat Pat Quinn.

“It is an honor to be chosen to lead the Senate Republican Caucus,” Sen. Brady said. “I thank them for their faith in me. I also appreciate my constituents in the 44th District for giving me the privilege to represent them in the State Capitol and the opportunity to serve as Leader.”

Gov. Bruce Rauner congratulated Brady on his election as the new Senate Republican Leader.

“He is a champion for Illinois families – understanding the changes our state needs to create jobs, lower property taxes, strengthen schools, and reform our political system. I look forward to working with all of the outstanding leaders in the Senate Republican Caucus as we work to fix Illinois by creating a more responsive and responsible state government,” Rauner said in a written statement.

Radogno, a Lemont Republican, announced her plan to resign on Thursday. She said she will step down at the end of business on Saturday.

The change in party leadership in the Illinois Senate comes as state lawmakers have been scurrying to reach an agreement to end a two-year budget impasse.

Radogno was an author of the so-called “grand bargain” in the Senate, which got the ball rolling on months of budget talks this year. The Illinois Senate approved a budget deal last month, and talks have continued in the House.

“I have done everything I can do to resolve the state’s budget crisis. I will continue to do so for the coming days. But if the solution will not come on my watch, I hope and pray that the Governor, other legislative leaders, Democrats and Republicans in the Senate and House can find a path to solve the state’s problems,” Radogno said Thursday in a written statement.

A proposed $36 billion state budget passed a critical test in the House late Friday morning, but House Speaker Mike Madigan said more work needs to be done, and lawmakers will miss a midnight deadline to avoid starting a third consecutive fiscal year without a budget.
The House voted 90-25 late Friday morning on a version of a yearlong spending plan, but the proposal was an amendment and would need another vote for final House approval.

Madigan said after the vote that lawmakers will miss the deadline for passing a budget before the new fiscal year begins Saturday, but he said lawmakers would continue working Saturday.

A missed deadline means an almost certain downgrade in Illinois’ creditworthiness to “junk” status, but Madigan said he’s sending messages to the major bond-rating houses to give Illinois more time to secure a deal before a downgrade.

The proposed budget relies on more than $2 billion in spending cuts and a likely increase in the income tax to raise $5 billion in additional revenue.

Northwestern Offers Multi-Stall Gender Neutral Bathrooms

CHICAGO (CBS) — Northwestern University has become the first Midwest university to offer multi-stall, gender-neutral bathrooms.

The multi-stall bathrooms are located at the Evanston (five) and downtown campuses (one).

Dr. Francesca Gaiba, research associate professor of Medical Social Sciences at NU, said the university is a “trailblazer in supporting civil and health equity. We hope to inspire other universities to do the same.”

Here is a list of the all-gender bathrooms:

Evanston

University Hall, 1897 Sheridan Rd
Norris University Center, 1999 Campus Drive
The Black House, 1914 Sheridan Rd
Multicultural Center, 1936 Sheridan Rd
Lunt Hall, 2033 Sheridan Rd

Chicago

Health Service, 303 E Chicago Ave

Northwestern joins about 150 universities in the nation with similar bathrooms.

White Sox GM Rick Hahn On Handling Players Who Find Themselves In Trade Rumors: ‘Be As Honest’ As Possible

Family Of Boy Pinned By Off-Duty Cop To Meet With Mayor, Police Chief

CHICAGO (CBS) — Almost a week after a black teen was pinned to the ground by a white off-duty police officer in Lansing, the boy’s family was planning to meet with city officials.

Jordan Brunson, 15, was traumatized by the incident on Saturday, according to his attorney, Andrew M. Stroth.

“He suffers from asthma. The officer shoved him to the ground. So the young man is absolutely traumatized,” Stroth said.

A friend of Jordan’s recorded cell phone video of the officer pinning the boy down, after the two ran from a fight nearby, and ended up on the officer’s front lawn. Stroth said the video shows the officer used unjustified and excessive force on Jordan.

The officer also appears to threaten to kill Jordan, who pleads with the officer to “let me go.”

“No, you are on my f***ing property, I could f***ing kill you,” the officer said.

Stroth said the boy’s family wants to hear about any plans to discipline the officer, and a review of department training.

“They want a full investigation, as well as they want to make sure they can get the perspective of the mayor and the chief of police, and they also want to pursue some level of fair and reasonable discipline against the officer,” Stroth said. “We’re going there with an open mind, to have a productive conversation.”

Lansing police have said they are investigating the incident.

The officer has said he encountered two teens on his property, one bloody from a fight. He said he restrained Jordan when the boy tried to leave before other police arrived.

Passerbys Save Woman, 3 Children From Car In Retention Pond

CHICAGO (CBS) — When a woman accidentally drove, with her three children, into a Round Lake Beach retention pond during Wednesday night’s storm, two passersby acted heroically.

“Pretty intense situation,” is how 43-year-old Blaine Smith of Lake Villa describes what happened just after he had left a Mexican restaurant on Rollins Road. He saw the car in the nearby retention pond as it was storming and he got out of his car and went to help.

“When you hear kids crying and screaming and I looked at the mother and she was completely panic-stricken,” Smith said.

Round Lake Beach Police say Smith and Steve Aversano rescued the family as the water filled the car. Smith said Aversano was already heading into the water as he exited his own car.

“He had opened the back door and as soon as he did that I heard the children screaming and crying,” Smith said.

Blaine Smith went back for the mother after the children were out.

“I tried to open the door and the door wouldn’t open,” he said.

So Smith had the mom climb to the back seat and exit the open back door where Aversano was.

“I’ve been going to Tacos El Norte for the longest time and, just so happened that, that night I guess I was supposed to be there,” Smith said.

He said he doesn’t want any accolades for what he and Aversano did. He just hopes he did what anybody would in that situation.

Police said the mother had mistaken a retention pond as part of a parking lot. Her children are 3, 5, and 7-years old.

Smith said everyone was fine, but was “traumatized”.

Keyori Banks and Natalie Nieves, both high school seniors, are working for the City Department of Family and Support Services helping the young people and families in the jobs program. Keyori said he loves the program.

“I love being able to interact with different people. I love knowing, okay this is the behind the scenes, this makes the program work,” Banks said.

Natalie said their work involved the jobs program itself.

“We have to fill about 30,000 spots, so it is a lot of communicating with the youth, parents of the youth and also inputting data.”

But both say it’s fulfilling to know they are doing well, and doing good.

Oldest Animal At Brookfield Zoo Receives Two Successful Surgeries

CHICAGO (CBS) — Surgery is never pleasant, but when the patient is the oldest animal at Brookfield Zoo, it adds a whole new dimension.

The veterinary staff of the Chicago Zoological Society, along with a board-certified veterinary dentist and an orthopedic surgeon conducted Thursday two operations on Ramar, a 49-year-old western lowland gorilla – one for dental problems and one for knee arthritis.

During a regular examination on Ramar, back in March, veterinarians noticed “mild periodontal disease affecting several of his molars, prompting the need for follow-up dental care,” a CSZ release read. The zoo decided to take the opportunity to also agrees Ramar’s “age-related degenerative arthritis” affecting his knees.

Therefore on Thursday the team of board-certified veterinarians treated Ramar’s periodontal disease and at the same time, performed an arthroscopic examination and provided an injection in both knees to improve comfort.

Prior to the surgery, Ramar had been receiving Celebrex and Lyrica, the same pain relievers people are prescribed, to help keep him comfortable.

“Keeping Ramar and all of our animals comfortable and active during the golden years of their lives is of great emphasis for our team,” said Dr. Michael Adkesson, vice president of clinical medicine for the Society. “With the high level of professional care found in zoos today, animals live longer and can develop age-related conditions their wild counterparts would not be able to survive.”

Thanks to the advancements in medicine, animals in professional care are living longer, but are also experiencing many of the same age-related problems elderly humans do.

Ramar is not just the oldest animal at Brookfield Zoo, but he is also the one of the oldest western lowland gorillas at North American zoos accredited by the Association of Zoos and Aquariums. During his years as the dominant male in the zoo’s gorilla group, Ramar has fathered three offspring: a son, Nadaya in 2001 with female gorilla, Baraka; a daughter, Kamba in 2004 with female gorilla, Koola; and another son, Bakari in 2005 with female gorilla, Binti Jua.

“Ramar’s longevity attests to the excellent professional veterinary and husbandry care he has received at Brookfield Zoo,” the CSZ release reads. “He even participates in his own health care. Animal care staff have taught him a wide repertoire of behaviors, including presenting various body parts (shoulder, arm, hand, foot, open mouth, etc.) for treatment and for physical therapy.”

The veterinary staff of the Chicago Zoological Society conducts routine preventive examinations to carefully monitor the welfare of all the animals at Brookfield Zoo, particularly those that are older and affected by geriatric health conditions.
